Alam Maritim Resources
Bhd is looking to expand its business due to a shortage of
Offshore Support vessels in Malaysian waters. The company
currently has 26 support vessels in service with another 12 due
to come into service before late 2010. This year there are
280-300 offshore oil and gas platforms off of Malaysia and this
is expected to rise to around 350 by 2012. Alam Maritim is
assuming that since each platform requires two such ships
allocated to it, the increase in platforms will require some 700
OSV’s by late 2012.

Ultratug, the Chilean
Shipping Group, is to team up with Brazil’s Wilson Sons to build
up a potential £1bn Offshore Supply Vessel business. Petrobras
is looking to contract a total of 146 OSV/AHTS’s in the region
over the next six years and this joint venture by the Chilean
company and Wilson Sons is hoping to be awarded the first
contract for 24 such vessels.

KBM Marine Services of
Qatar took delivery of their second 4,800-bhp AHTS IOS Andari 2
on yesterday from Malaysia’s Petra Offshore Ltd. The first
vessel, IOS Andari 1, was delivered to the company 10th
October and the reported value of the order was in the region of
$8.2m for the pair.

Sanco Shipping A/S’s latest seismic research vessel was
christened at Vaagland Båtbyggeri in Norway on 1st
November, The Gibraltar-registered, 4,000-grt Sanco Star will
depart for Brazil after her sea trials have been completed and
has been put out on a five-year contract (plus options)
initially with RTX in Brazilian waters.

Wartsila has acquired the
ship-design group Vik-Sandvik for $169.9m plus a performance
related $48.9m over the next three years. Vik-Sandvik has
offices in Brazil, Bulgaria, China, Norway, Poland, Serbia,
Turkey and Russia and will be integrated in to Wartsila Ship
Design; official approval of the deal is expected soon.
The crew of the Bourbon
Sagitta which was boarded by armed men off of Cameroon on 31st
October and taken hostage were released today. All ten, two
Cameroon, seven French and a Tunisian, appeared to be in good
health following medical checks and were then reunited with
their families.

Compagnie Generale de
Geophysique (CGG) has launched a $310m bid for the
Norwegian-based Wavefield Inseis ASA as it looks to boost its
seismic fleet. If the deal is approved CGG will increase its
“high-end” 3D seismic vessels to seventeen and gain three
”low-capacity” ships.

Volstad Maritime of Ålesund in Norway has ordered a third
Skipteksnisk seismic vessel. The 108-metre, ST-327L CD is the
third in a series of seven seismic, dive support, offshore
support vessels and will be built at the Bergen yard at Fosen as
the Geo Chukchi.

Maersk Supply Service has
announced the sale of the 2,322-grt, 1983-built OSV Maersk
Mahone to Glitner, who also purchased the 2,259-grt, 1983-built
Maersk Bonavista, now Drive Bonavista. The Maersk Mahone is
currently working for Total Libya and will be handed over to her
new owners in early 2009.

Nor Supply Offshore A/S of Bodo in Norway has bought the
1983-built, 3,350-dwt PSV/OSV North Fortune/ The UT705 vessel
was purchased from Gulfmark Rederi A/S at Sandnes who will still
continue to manage and crew the ship.

Keppel Singmarine Pte Ltd has recently completed the second of a
pair of 4.406-grt OSV/Icebreakers for LUKOIL. The latest vessel,
Varandey, was named today at Keppels yard and will soon join her
sister, Toboy, that was delivered in August, on operations in the
Barents Sea.

Deep Sea Supply has named its new 17,500-bhp, 3,500-grt AHTS Sea
Lion. The Havyard 842 design OSV was delivered in late October
and is now working in the North Sea.
The 2005-built, 2,598-grt
MT6009 PSV Skandi Chieftain is to be converted into an ROV ship
for DOF Rederi. The ship will be deployed to Brazil when the
conversion is completed in March 2009.

Pacific Crest Pte Ltd
will shortly take delivery of its third 53-metre towing and
supply ship from the Jiangmen Shipyard on the Pearl River in
China. The 764-grt Crest Radiant 3 commenced her sea trials in
November and once delivered will join her sister ships Crest
Radiant 1 (ex-Guangdong Jiangmen GMG0632) and Crest radiant 2
(ex-GMG0633) on charter in the region.

Armed attackers boarded
the 2006-built, 2014-grt Bourbon Sagitta on 31/10/08, while it
was operating some nine-miles off of the Cameroon coast at an
oil terminal. Ten hostages were taken but the remaining crew on
board were recovered safely. Bourbon has also suspended
operations in the Bonny River area of Nigeria after armed men
boarded the 1998-built, 1587-grt Ajax on 25/10/08 but left the
crew unharmed and escaped only with stolen personal belongings.

Bollinger Shipyards have
sold two PSV’s that had built on speculation in what is believed
the first online auction for ships. The winning bidder was
Olympic Marine Inc based in Larose, La and Bollinger now says it
will sell up to ten 210-foot SOLAS compliant PSV’s that it is
also building on spec via the online auction. Bollinger has also
sold two 195-foot OSV’s to Odyssea Marine. The first has been
delivered and put out on work in the US Gulf while the second
will be delivered in December 2008.

Olympic Shipping Of
Norway has sold the 2004-built, 2,152-grt OSV Olympic Provider
to Arendal Offshore A/S for an undisclosed price in late October.
The UT755 LN has since been renamed KL Arendalfiord.
Singapore Technologies Marine Ltd (ST Marine) are to convert the
1980-built, 2113-grt PSV Bluestone Topaz (ex-Toisa Mariner) in
to a geotechnical survey vessel under a $3m contract. ST Marine
will construct a new moonpool complete with cover, install a new
mezzanine deck, tween deck and platform plus upgrades to enable
the vessel to operate in water depths of up to 1,800-metres. The
vessel is due for redelivery in December 2008.

Titan-1, a jack lift
boat, was lost on the night of 26-27/10/08 whilst en-route from
Pascagoula, Miss, to Liverpool aboard the 38,722-grt Heavylift
Ancora. Apparently the Heavylift Ancora suffered main propulsion
failure while in mid-Atlantic and due to the rolling motion of
the ship the Titan-1 shifted to the port side and was lost
overboard. No casualties were sustained in the incident. The
ship is a former Suezmax tanker built in 1989 at the Brodo Split
shipyard in Croatia and converted to the heavy lift role at the
Huarun Dadong dockyard in China, only being completed in June of
this year. Titan-1 is owned by KS Energy Services and Ezru and
operated through the Casadilla Group, a joint venture between the
two companies. KS is currently looking to obtain a sister ship
to the Titan-1 for the 817-day contract in the North Sea
supporting the installation, servicing and maintenance of wind
turbines off of Denmark and the UK.

PT Batamec of Indonesia
have signed contracts worth 1.5m NKr with Marine Teknikk of
Norway for the delivery, design and engineering packages for two
NT6022XV DP3 well Intervention Vessels. One is destined for an
unnamed Norwegian customer and the other is for an undisclosed
Singapore-based ship owner.
Seabulk Offshore has sold
the 1316-grt, 1975-buily AHTS Seabulk Hawk to Glenn defence
Marine Asia Pte for an undisclosed price with who it has been
renamed Glenn Columbus.

ER Offshore, the
Hamburg-based operator, held the naming ceremonies of the latest
two Platform Supply Vessels at Aker Yard’s yard in Aukra,
Norway. The 5,000-bhp Rolls Royce designed UT755 LN’s have been
named ER Tromsøe and ER Trondheim. The ER Tronheim is due to
commence operations on 01/11/08 for Total UK.

Noordhoek Survey BV has
recently ordered a new DP2/Survey/OSV. The 62-metre vessel will
be built at the Dutch De Hoop shipyard with delivery due in
early 2010. Noordhoek already operate the 1977-built, 1,803-grt
SP2Noordhoek Singapore and has a DP2 Saturation OSV under
construction for delivery in late 2009.

The new Damen-built Stan Tender 1505 Tamar
Racer and the Stan tender 1905 Tamar Spirit were delivered to
Devonport on 15/10/08. The two new vessels will replace the SD
Swift and SD Opal in service with Serco. Next on the list to
arrive, in January 2009, should be the ASD Tug 2??? SD Tilley
and the SD Hercules, reported as an ASD Tug 2608, which will
replace the long serving SD Myrtle and SD Saluki.

The Bergen Group at
Landskrona, Sweden launched their Yard No. 81 on 09/10/08. The
vessel, a 5,100-dwt Skipsteknisk ST-256L multi-purpose trencher/ROV
is for Volstad Marine and will go out on charter to DeepOcean.

TMM Mexico have recently acquired both the 2004-built,
1,595-grt, 6,000-bhp Pacific 18 and the 2005-built, 1,847-grt,
6,000-bhp Pacific 38 from Pacific Richfield Marine Pte for
$51.5m. Delivery is expected by the end of this month.

ESL Integrated Systems
has announced the purchase of the 1975-built, 1.101-grt,
5750-bhp AHTS NICO Shindagha and have renamed it Yenegoa Ocean.

European Venture III A/S
have recently completed the purchase of the 1982-built,
1,768-grt, 12,800-bhp Lady Dawn for $17m. The vessel will go out
on a four-year contract with GSP in Romania as the GSP Vega.

Brage Suppliers of Norway are reported to have placed a 640m NKr
order for two new 4,800-dwt Aker designed PSV’s with the Cochin
Shipyard in India. The two diesel electric powered ships are due
to enter service in late 2010 and early 2011.

JB Ugland Shipping of
Norway has placed orders for two large PSV’s on behalf of a
Norwegian KS. Both the new vessels will be built at the Fujian
Shipyard in China with delivery expected from 2011 onwards.

DOF have extended three
charter contracts with Petrobras in a $470m deal. The extension
covering Norskan Offshore’s 2007-built, 3,518-grt Skandi Rio,
2007-built, 3,519-grt Skandi Fluminense and the 2006-built,
3,519-grt Norskan Botafogo adds another firm six-years when the
current contract expires.

Sartor Shipping has
ordered two new VS465 anchor handlers (plus options) from Wison
Heavy Industries in China for delivery in late 2010 and early
2011. The first vessel will go on a long-term contract with Gaz
de France, Norway in the Gjøa field when Gaz de France takes
over operations in 2010 from Statoil.

the 2239-grt, 2007-built, UT-755 LN REM Server to an undisclosed
buyer for 243m NKr with delivery due to its new owners in early
2009.

JJ Sietas Shipyard in
Germany have been awarded a contract to build two 111-metre,
6,500-dwt MP PSV’s for Harms Bergung for delivery in 2010/2011.
Miclyn Express Offshore’s
latest 36-metre, 239-grt, 90-passenger crewboat Express 61 has
been delivered. Built by the Penguin International Shipyard in
Singapore it now joins her sisters Express 58 (212-grt,
2007-built), Express 59 (212-grt, 2007) and Express 60 (239-grt,
2008) in service.

Petra Offshore Ltd of
Malaysia announced that they have sold the two 1984-built,
4,800-bhp, 978-grt tugs IOS Andari 1 and IOS Andari 2 to KBM
Marine Services of Qatar for a total of $8.2m.

Aker Yards at Langsten in Norway saw the naming of the Maersk
Trader on 03/10/08. The 3,000-grt. 15,300-bhp AHTS is the second
in a series of ten such vessels for AP Moller and on completion
will be put out on contract with Shell.

Marco Polo Marine Ltd/Bina Marine Pte has been awarded a
contract to build an 80-metre DP2 subsea operations vessel for
Hallin Marine Subsea International at a cost of $74.5m. The
ship, to be named Coniston, is to be built at Batam in Indonesia
and is due to be delivered in late 2010. The company’s first
vessel Ullswater has recently been launched and is due for
delivery in late 2008 while the second, Windermere, is expected
to enter service in early 2010.

Greatship has named their
latest newbuild Mohini. The MT6012 DP MPSV is the first of four
Multi-Purpose vessels on order with the Keppel yard in
Singapore. Mohini is due for delivery in July 2009 with the
remaining three scheduled to join it in late 2009 and early
2010.

DOF of Norway has announced a new contract with OGX Petroleo e
Gas Ltd for delivery of a new AHTS. The vessel, Hull No 25, is
currently under construction at Aker Promar's yard in Brazil and
is not due for delivery until December 2010. DOF will use the
1998-built, 2598-grt Skandi Mogster to initially operate the
$51.5m three-year contract when it commences in July 2009 for
Norskan Offshore.
Neptune Marine Services Ltd of Australia has signed a contract
for its second Offshore Construction Vessel, the former Nor Sea.
The 2005-built, 1951-grt DP2 AHTS is now named Neptune Trident.

NICO Middle East Ltd, the
Dubai based operator, took delivery of the 1,678-grt Topaz
Jaddaf, the third in a series of four 5,150-bhp Anchor Handlers
built by Fujian Southeast Shipyard at Fuzhou in China, on
05/09/08. She will join her sisters Topaz Jumeirah (on contract
to TOTAL in Qatar) and Topaz Jebel Ali (on contract to Dubai
Petroleum) and will herself be put out on contract to Dolphin
Energy. Topaz Jafilya, the last of the order, is expected to
join NICO’s fleet in December.

Today will see the launch of the first of
SCAN Geophysical's new 1,500-grt research ships SCAN Empress.
The vessel has been completed 18-days ahead of schedule and is
currently in the process of fitting out and the installation of
her seismic hangar prior to her entry in to service in April
2009.
Perdana Mercury Ltd, a
wholly owned subsidiary of Petra Perdana of Malaysia, has taken
delivery of the new AHTS Petra Horizon. The 10,880-bhp vessel
was built in China and handed over ob 26/09/08.

A2SEA, the Dutch offshore
contractor specialising in the transport and service of wind
farms, has purchased the 2008-built, 3,776-grt jack-up rig JB109
from Jack-Up Barge BV for an undisclosed price and will rename
it Sea Worker. A2SEA currently owns the 2003-built platform Sea
Jack and two support/repair vessels the 1990-built 3,332-grt Sea
Energy and 1991-built 3,332-grt Sea Power.
The latest offshore
tug/supply vessel for Finarge, the Genoa-based operator, was
delivered on 30/09/08 from Fincantieri at Muggiano. The
3,100-dwt AH Camogli joins her sister-ship the AH Liguria that
entered service in May of this year.

Strategic Marine has announced the sale of two more of the
aluminium crew-boats that it is building “on spec”, which now
means that four of the eight vessels have now been sold. The
first two of the 40-metre crew-boats were sold to Sampson Marine
of Australia with delivery due in May and June 2009 and this
second pair have been ordered by the Malaysian offshore company Dinasti Jati Bhd for delivery in July and September 2009.

Coastline
maritime of Singapore is finalising the contract for a third PSV
for Australian based Strategic Marine. The two previous vessels
are already earmarked for 12-year charters with Oceanografia
when they are delivered in late 2008. Coastline is also hoping
to finalise a newbuild contract for its third multi-purpose
construction ship with DryDocks South-East Asia. The first two
vessels, Samson and Goliath, have already been sold to
Oceanografia with long-term charters with PEMEX and are due for
delivery in late 2008 and early 2010.

Vroon Offshore has added
no less than five vessels to its fleet recently. The first, a
1221-grt AHTS VOS Atlantico has been delivered from Italy and
will be operated by Vroon Offshore Italia SA in the
Mediterranean. The second, the 2534-grt PSV, Base Express, was
built by Damen Shipyard in Romania on 12/09/08 while the third,
the 1061-grt VOS Energy has gone on charter with Chevron after
being delivered from the Eastern Marine Yard in Malaysia on
03/09/08. The fourth, the 1061-grt Field Support Vessel VOS
Pioneer, was built at Astilleros Zamakona in Spain and was
delivered 03/09/09 for Vroon Offshore Services in Aberdeen on
medium-term contract with TOTAL UK on the Alwyn/Dunbar platforms
in the North Sea. The final vessel, the 199-grt Support
Vessel/Oil Recovery Vessel VOS Tramontana, was christened in
Ancona recently and is being sent out on work for the API
Refinery in Ancona.

ESNAAD, part of the ADNOC
Group in Abu Dhabi, has recently taken delivery of the 1197-grt
AHTS ESNAAD 512 from Indonesia after a two-week delivery voyage.
Also the 978-grt ESNAAD 710, a new Offshore Field support Ship
(ex-Balenciaga 390) left Spain on delivery arriving in Abu Dhabi
in late July.

Sealink Shipyard Sdn Bhd
in Miri, Sarawak has delivered the second of two Offshore
Support Vessels to Groen BV of the Netherlands. The 53.8-metre,
1065-grt Venture G was designed by Conan Wu and Associates of
Hong Kong and follows on from her sister ship Mare Verde that
was delivered earlier this year.

Ulstein Verft launched its latest, and biggest, X Bow vessel on
21/09/08. The 130-metre, 7500-ton SX121 Viking Poseidon is the
first ship that Eidesvik Offshore have bought from Ulstein but
the company currently has two more SX120 vessels scheduled for
delivery from the yard in 2010. The Viking Poseidon will be
chartered out to Veolia ES Special Services in the US for
8-years (plus options).

A few days ago
Jiangsu Rongsheng Heavy Industries commenced work on CNOOC 201,
China's first self designed and built deepwater pipelayer and
lifting vessel. The customer, China National Offshore Oil
Corporation, is planning to spend some $2bn on a series of
deepwater equipment including drill ships.

Hurricane Ike destroyed almost twice the number of oil and gas
platforms in the Gulf of Mexico as first thought. A total of
forty-nine platforms (producing 13,000 barrels and 84m cu ft of
gas per day) were destroyed and three jack-up rigs operated by
Ensco, Pride and Rowan capsized. BP’s Mad Dog spar platform,
Shell’s Mars production semi-submersible and Diamond Offshore’s
Ocean Tower drilling rig were also badly damaged.

Royal Boskalis Westminster following an initial rejection to
its approach from Smit Internationale has increased in stake in
Smit from 6.7% to 10.5% or 1.87m shares. Passing the 10% mark
now means that Boskalis can call an Extraordinary Shareholders
Meeting (ESM). It is understood that at the meeting Boskalis
will up its initial bid of £1.1bn for the Dutch towage, salvage
and terminal operator. Smit insists that dismantling the company
would affect the company’s value but Boskalis, under the terms
of their proposal, would split Smit up in to three parts:
Harbour towage would be sold, the terminals would go to Lamnalco
(a Boskalis joint venture) leaving the salvage, heavylift and
transport with themselves.

Marin Teknikk of Norway has secured a contract with a South
Korean shipyard for the design and engineering package for two
new MT 6024 support vessels for Gulmar Offshore Marine
Engineering in Dubai for delivery in 2011. The 121-metre
Multi-Purpose Offshore Construction and Diving Support ships are
destined for service in the Persian Sea, Indian Ocean and North
Sea and will join the two MT 6022 XL DSV’s that Gulmar currently
has in service.
Polarcus saw their latest 12-streamer, 3D-seismic ship laid down
at DryDocks World in Dubai on 14/09/08. The vessel, NB66, is the
first of four being built in Dubai and should be delivered in
2009. Polarcus already has two Multi-Purpose 3D-2D six-streamer
ships under construction at the yard.
Shipyard De Hoop launched the first in a series of 105-metre
DSV Don Amado (Yard No. 424) on 14/09/08 at Tolkamer. The keel
for the second, (Yard No. 425), was laid down on 01/09/08 while
the order for the third (Yard No. 429) has just been confirmed
for delivery in late 2010.
Petrobras announced that it is to charter in two Floating
Production Storage Offloading vessels (FPSO’s) and order another
eight in order to develop the vast oil fields off of the
Brazilian coast.

Alam Maritime Resources of Malaysia have announced that one
of their subsidiaries is set to purchase three new vessels in an
RM137.7m order. The first new ship, an AHTS, has been ordered
from MLC Shipbuilding Sdn Bhd at a cost of RM45.7m with two more
AHTS’s, currently under construction, to be acquired from
Pacific Crest Pte.
Foss Maritime’s new hybrid “Green” tug is currently under
construction at the Rainier Shipyard in Oregon, The new vessel
combines batteries, generators and main engines to reduce air
pollution and improve fuel economy. The tug is due to enter
service in Southern California later this year and was awarded
the EPA’s 2008 Clean Air Excellence Award for Clean Air
Technology.
Troms Offshore A/S has sold the 2001-built, 2152-grt
Offshore Supply Vessel Troms Falken to Mexico, the new owner is
reported to be the Mexico City based Cotemar SA de CV who
already operate around fifteen OSV/PSV/Crewboats in the region.

Rolf Berg of Norway recently purchased the 1983-built,
2322-grt, 10,880-bhp Maersk Mahone for $16m and expects to take delivery of
the vessel by late 2008.
Simon Møkster Shipping recently signed a £55m contract with
the Simek Shipyard in Norway for a second Havyard 832CD RS
Rescue and Stand-by vessel. This second ship, with delivery due
in March 2010, follows on from the order placed in November 2007
for a similar vessel that is expected to enter service in
October 2009.

Topaz Energy and Marine Ltd of Dubai recently announced that
its subsidiary, BUE Marine Ltd, had been awarded a $225m,
ten-year contract by BP Azerbaijan that includes the
construction of three vessels. The order comprises of a PSV, an
AHTS and an Emergency and Recovery and Response vessel (ERRV).
The PSV will enter service in the Caspian Sea in 2009 with the
other two following in mid 2010.

Seabulk Offshore Services have sold the 1977-built, 641-grt PSV
Seabulk Service to Ocean Mainport Offshore/Seven Mile Shipping
who have renamed her C.M. Service.
Washburn and
Doughty's first post-fire tug was delivered on 15/08/08 to Moran
Towing Corporation. The 689-grt pusher tug Linda Moran was tied
to a W&D barge when the fire broke out and was towed out of
harms way by some local fisherman.

Zamil Offshore Services of Saudi Arabia recently launched the
1621-grt tug Zamil 53, the vessel is the second in a series of
seven UT733-2’s, at its Dammam Yard. Zamil is currently
reporting a healthy order book with the five other UT733’s, a
Dive Support Vessel (DSV), two tugs and a Buoy Handling Vessel
all under construction for delivery by 2011.

Vroon Offshore has recently ordered two new Wind Farm
Installation Vessels based on the design of the 2003-built,
14085-grt MV Resolution in a $550m contract with COSCO Nantong
Shipyard in China. The new 137-metre ships will be slightly
larger in size, will have increased accommodation facilities and
a crane with a 1000-tonne lifting capability. Delivery of the
first unit is scheduled for early 2011 with the second following
in the autumn.

The Canadian Government is contributing more than $12m in
interest rates supported by the Structural Financing Facility (SFF)
for the construction of seven new tugs. Groupe Oceán will own
three of the vessels while Nordane Shipping will manage the
other four. All seven of the vessels will be built by Irving
Shipbuilding at the East Isle Shipyard on Prince Edward Island.
Nigeria's
almost continuous violence continues with the news that one
crewman was killed and one reported kidnapped in another armed
attack on a tug in the early hours of Sunday 07/09/08. The
1996-built, 456-grt tug, Lamnalco Fulmar owned by Lamnalco of
Sharjah in the UAE was on the River Sombriero near Bonny when
the attack happened, no further details have been released at
present.

Det Norsk Veritas have signed contracts with Nam Cheong Dockyard
Sdn Bhd of Miri, Malaysia for the design of a new class of ten
OSV’s. The vessels comprise a pair of UT755 LN (DP II) and eight
UT755 CD (DPI) with construction due to commence in early 2009
and delivery of all of the ships due by mid 2011.

Island Offshore named its latest newbuilding, the 2008-built,
2304-grt, OSV Island Endeavour, on 12/08/08. The vessel,
delivered by Aker on 21/08/08, has been chartered to SNS/Peterson
for five-years and during the naming ceremony it was announced
that her sister ship Island Earl, 2008-built 2304-grt, had also
been placed on a five-year contract.

Washburn and Doughty of East Boothbay, Maine have laid the
keel of their first vessel since the disastrous fire on 11th
July. The keel for Hull Number 96 was laid outside on 03/09/08
for the first of a pair of 98-foot Z-Drive tugs for Moran
Towing.

Miclyn Express Offshore has taken delivery of its fourth crew
boat, the ninety-passenger, 4,050-bhp Express 61 from Pelican
Shipyards in Singapore.

Colombo Dockyard, the Sri Lankan Shipbuilder, has announced
that revenues in the first half of 2008 rose 25% over the
corresponding period in 2007 to 2bn-rupees. The yard, owned by
Japans Onomichi Dockyard, also revealed that it currently had a
full order book with several vessels under construction for
Indian customers. The 2008-built, 1,596-grt Greatship Anjali and
her sister ship Greatship Amrita had already been delivered and
the yard was working on the third in the class which is due to
be delivered by the end of the year. Greatship of India had also
placed orders for four Platform Supply Vessels (PSV's) and an
Indian Government customer has ordered two 250-passenger ships.
